My neighbor killed all my 6 dogs what do I do?

Me and my dad were outside tanning and the dogs were with us in the backyard and this guy came with a whole bag of peanut butter eminems and threw the whole large size bag on the floor and all our dogs ate almost all of it and they all died and this guy was dancing celebrating and called me and my dad ****** what should I do I wanna yell at him but I think that wouldn't be polite
