Can i register my motorcycle in CA with a bill of sale its a 1979?

I bought from a man who did some carpenter work for a gentleman some years back but he never gave him a title with the bike, is there a way to claim it abandon? its is a 1979 if age might bet a factor...the license plate shows a 1989 registration sticker. Thanks to any ideas
