Are there any free website programs that are as easy as Adobe Dreamweaver?

I want to play around with website ideas, but can't afford Dreamweaver. I used it in high school, so I'm used to the tools and whatnot, but like I said, I can't afford it =/ I'm trying WebPlus Starter Edition, but it's not as fun or easy to me, so please let me know if there are any closer to Adobe Dreamweaver
